Admins API release

Introducing a brand new sub-section under the Users section: Admins. This includes the ability to manage user permissions via the API, and currently supports promoting a user to an admin.
Added the following new endpoint:
Promote to Admin: This endpoint allows you to promote an existing user to an admin in the system.
In the near future we will add more endpoints related to users permissions in the system.
