Mute notifications for Update/Delete shifts release

Introducing a significant improvement under the Update and Delete shifts methods: The ability to mute user notifications when updating or deleting shifts

Added the following query param to the request:

• notifyUsers: Indicates whether to send a notification to the users assigned to the shifts. This applies only to shifts that are published.
